The Office for Budget Responsibility (OBR) provides official independent forecasts of the economy and public finances to inform the Government's fiscal policy decisions. We examine the impact of the Government's policy decisions on the public finances, and assess the prospects for achieving their targets and welfare cap.

About the role

We are recruiting for a senior fiscal analyst to cover the personal taxes forecast (particularly the income tax and NICs forecasts) and to perform a cross-cutting analytical role in support of our forecasting of the public finances as a whole.

The receipts team is a five-person team, responsible for co-ordinating, producing and publishing the receipts forecast at the OBR. The team writes the receipts chapter of the twice-yearly Economic and fiscal outlook and is responsible for the Forecast evaluation report - an annual publication looking at outturns versus our previous forecasts.

Outside of fiscal events, we get involved in a range of projects. You would have the opportunity to get involved in a range of work, which could be tailored to the post-holder.

Key accountabilities

  1. Leading the co-ordination, interpretation, scrutiny and presentation of the personal tax forecasts (particularly the income tax and NICs forecast), in Economic and fiscal outlooks alongside fiscal events.
  2. Managing collaborator relationships with relevant teams in HMRC, HM Treasury and other appropriate departments.
  3. Working with others in team, bring together the overall receipts forecast for QA by the Budget Responsibility Committee and delivery to HM Treasury.
  4. Providing analysis of the overall public finances, including on occasions, leading on the OBR's monthly commentary on the public sector finances.
  5. Contribute to the OBR's wider analytical programme including leading on forecasting other tax streams, contributing to OBR certification of related policy costings, the OBR's core and ad hoc publications, and managing relevant content on our website.
  6. Line manage one range D analyst, who will provide analytical support.

About you

Our successful candidate will have an undergraduate degree in an analytical subject or similar on-the-job experience, strong analytical skills, with a broad understanding of the medium- and long-term economic and fiscal issues facing the UK. You'll be comfortable combining intellectual rigour with effective communication, able to deliver high quality work to deadlines, as well as the ability to develop and maintain positive working relationships.
