Job Description

Procurement Officer - Remote/Manchester - 6 months - Inside IR35 - Public Sector - Healthcare

One of our clients is looking for a Procurement Officer to join them for a 6 month contract role.

They are offering £200-230 per day, inside IR35. The team is based in Manchester but the role can be predominately remote working, with the willingness to go onsite as needed.

As the Procurement Officer, you will assist the Procurement Manager by managing tenders for external contractors, and providing advice to staff upon highly complex procurement activities including but not limited to public sector purchasing routes, terms and conditions of commercial contracts, negotiation and supplier dispute resolution, contract management, contract/supplier relationship management, supplier appraisal and vetting and other related tasks.

Experience and skills required:

  • Knowledge of procurement methods and business analysis techniques
  • Understanding of the range of methods available for purchasing services for the public sector
  • Knowledge of current developments in the NHS
  • Knowledge of developments in UK commercial law
  • Knowledge of supply chain management and supplier management
  • Understanding of IT support systems
  • An understanding and commitment to equality and diversity
  • Experience of working in a purchasing setting and undertaking above threshold Procurements
  • Experience of contract negotiation
  • Experience of computerised information systems used in financial and/or accounting applications
  • Experience of working with a wide range of suppliers
  • Experience of writing and presenting tenders at meetings and presentations
  • Ability to analyse and interpret complex information and present it clearly and precisely, both verbally and in writing
  • Ability to critically appraise and analyse tender documents both internally and from suppliers
  • Ability to deploy and manage resources effectively
  • Ability to use standard Microsoft packages
  • Ability to supervise and train staff
