Job Description

We are seeking an experienced Procurement Manager to oversee the day-to-day operations of SAM's National Procurement Framework and manage SAM's internal public sector procurement activities.

This role requires in-depth knowledge of both the public sector procurement processes and the new Procurement Act which comes into force in February 2025, strong supplier management skills, and an ability to work with stakeholders to ensure that SAM's Framework and internal procurement provides optimal value, compliance, and operational support.

In managing the SAM Framework, you will facilitate access for UK National Governments, Local Governments, Transport Authorities, other Public Sector Bodies, and Transport Operators to a full range of sustainable transport services and goods. This UK-wide framework is designed to simplify procurement processes, offering direct access to services without the need for individual, costly, and time-intensive procurement exercises.

Additionally, you will oversee SAM's internal public sector procurement activities, ensuring that all processes align with best practices in public procurement and support SAM's organisational goals. This role involves collaborating closely with SAM's internal teams to ensure contractual obligations are met efficiently and that procurement strategies enhance operational effectiveness.

Key Responsibilities:

  • Public Sector Procurement Delivery: To design, implement & manage Public Sector based Procurement Frameworks; and Direct Award and Further Competition based Contracts that support SAM's objectives and ensure compliance with regulatory requirements and organisational policies.
  • Contract Management: Oversee all stages of the contract lifecycle, from negotiation and drafting to renewal and termination. Ensure compliance with contractual terms and manage any issues or disputes that may arise.
  • Supplier Relationship Management: Build and maintain strong relationships with suppliers, negotiate terms and secure the best value for SAM. Conduct regular Supplier performance reviews and address service issues as needed.
  • Market Analysis and Risk Management: Conduct market research to identify supplier options, evaluate competitive pricing, and assess risk to ensure SAM is well-positioned within the industry.
  • Cost Control and Budgeting: Monitor procurement budgets, review pricing structures, and work to achieve cost efficiencies while meeting quality standards.
  • Policy Development and Compliance: Develop, implement, and enforce procurement policies and procedures to ensure compliance with SAM's standards and industry regulations.
  • Data Analysis and Reporting: Track and analyse procurement data to assess supplier performance, monitor contract utilisation, and support reporting requirements.
  • Continuous Improvement: Identify opportunities to enhance procurement practices, streamline processes, and implement best practices for efficiency and effectiveness.

Success Measures:

  • Procurement Efficiency and Compliance: Deliver SAM's Procurement needs while complying with all regulatory and internal policies. Success is measured by on-time, within-budget procurement activities that fulfil organisational needs.
  • Effective Contract Lifecycle Management: High levels of compliance and timeliness across all stages of contract management, from negotiation to renewal or termination. Clear, accurate contract documentation and issue resolution contribute to smooth operational support.
  • Accurate and Insightful Data Reporting: Timely analysis and reporting on procurement data, including supplier performance and contract utilisation. Reports provide actionable insights that support decision-making and procurement strategies.
  • Risk Mitigation and Market Positioning: Proactive market analysis that helps identify emerging risks, alternative supplier options, and competitive pricing, ensuring SAM remains well-positioned in the industry.
  • Process Improvement and Compliance: Continuous refinement of procurement policies and processes, contributing to more efficient practices and enhanced compliance with industry regulations, as measured by smooth audits and minimal procedural errors.
  • These success measures will guide your impact as a Contract and Procurement Manager at SAM, supporting organisational growth and ensuring effective procurement and contract management.

Qualifications and Skills:

  • Education: A degree in a relevant discipline is desirable.
  • Membership or eligibility for Membership of CIPS (Chartered Institute of Procurement and Supply) certification is highly desirable;
  • Experience: Minimum 3-5 years of experience in Procurement is essential. Experience in Public Sector Procurement is highly desirable. Experience in preparing Direct Awards and Further Competitions for a public sector organisation is highly desirable.
  • Analytical Abilities: Strong analytical skills, with proficiency in data analysis to support decision-making.
  • Communication: Excellent verbal and written communication skills, with an ability to work collaboratively across multiple departments and with external stakeholders.
  • Organisational Skills: Highly organised, capable of managing multiple contracts and procurement activities simultaneously.
  • Attention to Detail: Meticulous in contract drafting, reviewing, and record-keeping, ensuring compliance and clarity.

Location and Travel Requirements:

This position is expected to be based in the Plymouth office of SAM shared with home-workingwhere desired, offering flexibility and supporting a positive work-life balance. However, for the right candidate a home based role within the UK would also be supported. The role will require some travel to SAM offices for team meetings and collaboration; and to customer sites to support project delivery as required. Travel expenses will be covered in line with SAM's travel policy.

The Offer:

  • Salary: £45,000 - £55,000 per annum, based on experience.
  • Up to 37 hours per week with flexible working arrangements, including opportunities for remote work.
  • 25 days + bank holidays.
