Job Description

Job Title: Principal Planning Enforcement Officer
Location: Enfield - Hybrid
Contract Type: Initial 3 month contract
Rate: £385 per day - Inside IR35 - Umbrella only

About the Role

We are seeking an experienced Principal Planning Enforcement Officer to lead and manage a dynamic enforcement team. In this role, you will investigate and resolve complex planning enforcement issues, ensuring compliance with local and national planning policies. You will play a key role in safeguarding the environment, addressing breaches of planning control, and representing the council in legal and public settings.

Key Responsibilities

  • Lead and motivate a team of planning enforcement officers to meet performance targets.
  • Investigate alleged breaches of planning control, authorise formal enforcement notices, and resolve cases under delegated authority.
  • Manage complex planning enforcement cases, including appeals and public inquiries, acting as the councils expert witness.
  • Collaborate with multi-agency partners and cross-functional teams to achieve successful outcomes.
  • Monitor compliance with enforcement notices and produce detailed reports and witness statements.
  • Provide training and direction to team members and ensure high-quality service delivery.
  • Maintain up-to-date knowledge of planning legislation, policies, and best practices.

Skills and Experience

Essential:

  • Significant experience in handling complex planning enforcement cases within a local authority or private sector setting.
  • Proven ability to manage caseloads, meet deadlines, and produce detailed analytical reports.
  • Expertise in leading enforcement appeals, public inquiries, and criminal court proceedings.
  • Strong communication skills, with experience in public speaking and managing conflicting demands.
  • Experience leading and managing teams, fostering collaboration, and driving performance.
  • A relevant qualification in planning or land use (eg, degree or diploma).

Desirable:

  • Membership in the Royal Town Planning Institute (RTPI).
  • Knowledge of health and safety requirements for enforcement services.
