Job Description
Temporary Job for Licensing Enforcement officer - local authority Maternity Cover

A local authority has a temporary need to support their existing team for a licensing enforcement officer, to work within the team to carry out inspections and deal with complaints.

Duties:
1. The monitoring, inspecting, and enforcing of relevant statutory requirements in regard to the Council's duties and responsibilities under the Licensing Act 2003, Animal Welfare (Licensing of Animals) Regulations 2018
2. To assist the Senior Licensing Officer with the development and implementation of policies and procedures.
3. To accept and resolve, or escalate (when necessary) all licensing complaints entering the department.
4. To ensure that all licences are validated and determined in accordance with the relevant legislative requirements.
5. The drafting of reports, and where necessary the attendance and the presenting of reports at meetings of the relevant Committee when these involve either applications that cannot be determined by the delegated officer, or infringements of licensing conditions

6. To obtain and compile evidence, and conduct formal investigative interviews in compliance with P.A.C.E. Act 1984, and to ensure that all investigations are undertaken in accordance with the requirements of any governing Acts or guidelines.
7. The drafting of case files for prosecutions, and the attendance as a witness in court in connection to any prosecution or appeal.

To liaise and attend meetings (where necessary) with licensees, permit holders, members of the public, outside agencies
(i.e. Police, County Council, DVLA), other local authorities, partnership initiatives (i.e. PubWatch, VAL, SAG) and staff at the appointed vehicle testing station in connection with the administration and enforcement of the licensing function.

PRIVATE HIRE LICENSING

20. To ensure compliance with the conditions attached to Private Hire licences i.e. Operators, Vehicles and Drivers' Licences by: -

(i)Making regular visits to Private Hire Operators to check booking records and insurance documents and to ensure that drivers are only undertaking jobs licensed by the Council.

(ii)Carrying out spot checks on vehicles to confirm that they are maintained to a satisfactory condition between mandatory tests.

(iii)Patrolling the district to ensure that all vehicles and drivers are operating legally and that the appropriate plates and badges are on public view.

(iv)Visiting school premises to ensure that all vehicles and drivers operating on Local Education Authority contracts do so in a proper and legal manner.

GENERAL LICENSING

21. To ensure compliance with the conditions attached to licences by:-

(i)Making routine inspections of premises

(ii)Patrolling the District and carrying out spot checks


What you'll need to succeed
You will be an experienced Licensing Officer in all areas of licensing, in particular Licensing Act 2003 and taxis, with awareness of all licences/approvals issued and enforced by local authorities. Ideally, you will have specific knowledge of: Taxi/hackney carriage licensing, Licensing Act 2003,
Animal welfare licences.
You will hold relevant qualifications for the role and, ideally, membership of a relevant professional body such as The Institute of Licensing, CIEH or NALEO would be advantageous.
You will have knowledge of PACE, and experience of carrying out interviews under caution and the preparation of prosecution files.

What you'll get in return
This role is to cover maternity-cover for 9 months starting in Mid-September. It is weekly pay, and you can work UMbrella or PAYE.
