With one of the largest stock increase programmes in the country, a busy homelessness service and as a major social landlord, housing is a big part of what the Council does.

We care deeply about residents' experience of our services and we know we need to adapt and improve to respond to new challenges and the changing regulatory landscape - and so we are creating this brand new team in the Housing Directorate to lead our regulatory assurance and tenant involvement functions.

The role

The Housing Governance and Involvement Manager will lead the Governance and Involvement Team to ensure we deliver excellent governance arrangements within housing services, supporting the business to understand customer feedback and regulatory requirements and ensure these are acted on in line with the Council's constitution. The role will be responsible for creating a culture that ensures good governance, customer involvement and effective assurance mechanisms runs throughout our activities and delivers compliance with relevant requirements through an effective and proportionate governance and assurance framework working closely with members of the Housing Services Leadership team.

You will be the main day-to-day link officer with the Regulator of Social Housing and will ensure the Service maintains a positive working relationship with our regulatory team. You will be responsible for understanding and seeking to influence the rapidly changing regulatory environment for social housing landlords. You will be responsible for ensuring the service is well prepared for future inspections by the Regulator and will be operationally responsible for managing referrals, inspections and other regulatory interactions.

You will be responsible for the Council's tenant involvement service including contract management of the Tenant Federation service and delivery of the Tenant Engagement Framework. The postholder will work with the Tenant Involvement Manager to embed effective tenant engagement and involvement across all aspects of housing management, supporting the Council's wider Customer Experience programme.

The person

Knowledge and experience of local government, and an understanding of the political context, relevant legislative frameworks and Government policy agendas will be key to this role. You will have a passion for engagement with customers and working in partnership to identify and deliver opportunities for service improvement. You will also be able to demonstrate an understanding of the evolving regulatory landscape for housing services.

Until 31st March 2026 employees paid at Band D and above are subject to a temporary pay reduction of 1.15% spread out by means of a monthly deduction from each pay period over the full financial year. In recognition of implementing this temporary measure, those who experience a pay reduction will be awarded three additional days leave (pro rata for part-time).
