The Environmental and Consumer Protection Agency has a vacancy in the administration department in the IT specialist applications area as a

Geodata manager (m/f/d)

to be filled. The main focus of the position is the organization and support of Cologne's environmental information and management system. This is used to manage tasks within the office and to exchange data with the city offices, state offices and commercial enterprises.

Environment-related information is made available on the intranet and internet using web technology. The geodata manager is an indispensable link between the specialist level, the city's computer center as the central IT service provider and the specialist offices as cooperation partners in the field of geoinformation creation and processing.

The Environmental and Consumer Protection Office uses client-server solutions in particular. Specifically, these are the specialist processes Lima / LimAQ, Immis Luft / Immis Arc, GW Base and the geographic information systems ArcGIS / ArcMap Desktop / ArcGIS Pro with extensions and QGIS.
The cartographic information systems consist of program developments based on Open Layer and MapApps / Smartfinder, via which the ArcGIS Server and the UMN Server publish content.
The database programs are Oracle, MS SQL Server, PostgreSQL / PostGIS, SpatiaLite and MySQL. Python is used to develop and operate subject-specific programs for the automated processing of geoinformation.

YOUR MAIN TASKS

You

  • ensure, in cooperation with the municipal data center, that the requirements of the various specialist procedures in the areas of operating system, network technology, database system and data security are met
  • are entrusted with the creation, operation, maintenance and expansion of the office-specific IT infrastructure, in particular the office-specific geodata infrastructure (GDI)
  • carry out hardware and software procurements, commissioning including system integration in cooperation with the municipal computer center and are responsible for the release of the office's specialist procedures
  • operate the office's IT project management in cProject, work on IT projects and support users by providing advice, methodical assistance, conceptual support and specially developed program routines to automate the processing of geoinformation
  • organize training courses in the handling of geoinformation and conduct them themselves
  • take on the specialist representation of the department in IT committees, vis-à-vis the IT service provider, software companies and suppliers

You

  • have successfully completed a (specialist) university degree in a subject relevant to the task (e.g. geography, geoinformatics, geodesy or geoinformation)

or

  • proven equivalent skills and experience in the IT field.

  • have knowledge of working with networks consisting of database-supported client server systems and workflow management systems
  • have at least 2 years of practical professional experience in the processing of geoinformation using geographic information systems

We offer you a future-oriented job in Cologne with a modern employer with all the advantages of the public sector and a regulated weekly working time of 39 hours for employees covered by collective agreements or 41 hours for civil servants with a high degree of flexibility within the scope of office-specific possibilities. The position is permanent and is available both part-time and full-time.

The position is graded according to salary group A11 career group 2, 1st entry level LBesG NRW (Salary Act for the State of North Rhine-Westphalia, formerly higher service) or according to pay group 11 of the collective agreement for the public service (TVöD-IKT).

The salary range in pay group 11 (TVöD-IKT) is currently between 4,032.38 euros (experience level 1) and 5,975.19 euros (experience level 6).

Your professional experience will be taken into account when assigning you to the experience level within the pay group, insofar as this is possible under collective bargaining law.
