Corporate Resources and Business Improvement

The Corporate Resources and Business Improvement directorate is led by Executive Director, Dianne Tranmer. It's responsible for: People Function, Facilities Management, Digital Experience Unit and Technology Group, Information Governance, Executive Support Team and leadership of all our shared services across the GLA Group.

About the team

The People Function is responsible for the development and oversight of the people strategy, building on the identified people priorities. We are made up of eight Centres of Excellence, teams of HR professionals who provide deep technical insights and develop HR policies and strategies in line with business requirements.

The Employee Relations team is one of the Centres of Excellence. We provide expert collective and individual employee relations advice to the GLA, in three ways ER Casework, HR policy development and Union relations.

About the role

This is an exciting time to join the Employee Relations team. You'll be leading on the development, implementation and monitoring of our People policies, while making sure they reflect the GLA and Mayor's priorities, including our EDI strategy.

You'll be working closely with Employee Relation team colleagues and the wider People Function to gain insight and understand business priorities to support policy development.

This role is based at City Hall, in the Royal Docks (Kamal Chunchie Way, London, E16 1ZE)

What your day will look like

Working with the Policy and Employee Relations Specialist you will:

  • Maintain and deliver the cyclical policy plan, identify existing policies that need to be reviewed and new policies that need to be implemented.
  • Conduct research and gather insight, detailed analysis and interpretation to identify trends and patterns. This use this to develop and evaluate options, and make recommendations for policy implementation.
  • Liaise and consult with People Function colleagues, line managers and Union and Staff Network representatives to ensure that policy proposals are practical and relevant, and that stakeholders understand and actively engage with the need for effective implementation.
  • Work closely with Legal on changes in employment law. Proactively keeping abreast of external changes and trends in HR policy in both the public and private sector.
  • Develop and manage robust implementation and communication plans for policies to make sure they are delivered on time, ensuring risks to delivery are identified and minimised/resolved.
  • Proactively communicate and upskill colleagues on new policies, including delivering workshops and training when required.

Skills, knowledge and experience

To be considered for the role you must meet the following essential criteria:

  • Membership of the Chartered Institute of Personnel and Development or able to demonstrate an equivalent level of knowledge gained through experience.
  • Hold specialist knowledge of employment legislation and case law.
  • Have experience of developing, implementing and monitoring HR policies and procedures.
  • Have experience of providing a human resources generalist service (e.g. employee relations, change management, training, performance management, management of attendance)
  • Experience of managing time, priorities and risk, a to deliver work on time and to a high standard.
