About the Team

The Budget and Finance Bill team is a friendly and encouraging team, which sits at the centre of the Treasury and is responsible for delivering the department's policy objectives through the Budget process.

The Finance Bill is the key legislative vehicle for tax changes announced by the Chancellor after each Budget. The post holder will be responsible for supporting the delivery of the Finance Bill from start to finish - from being involved in the early stage of tax policing making and fiscal event planning, well in advance to the bill being introduced, to working with policy teams to finalise the legislation and supporting Ministers through Parliamentary stages.

About the Job

In this role, you will:

  • support Ministers through the Parliamentary stages of the Finance Bill by delivering high quality verbal and written briefing and leading support from the box during debates in the House.
  • work with tax teams across HMT and HMRC, to track the development of Bill measures against key deadlines, providing direction and expertise on Finance Bill and parliamentary processes, and preparing ministerial briefing and speeches.
  • build a strong working relationship with HMRC and the Office for Parliamentary Counsel to support the development of the Bill and other core tax products, and to ensure that there is a clear delivery plan.
  • lead on wider Budget processes and productions, including acting as a central "account manager" for a Budget workstream and working with HMRC to deliver key Budget documents.
  • co-ordinate HMTs broader legislative strategy, working with teams across the department, Special Advisors and the Cabinet Office to ensure that HMT's legislative programme is progressed and advocate for HMT interests in the wider programme.

The role can be heavily loaded in the immediate run-up to the Committee and Report stages of the Finance Bill when some long hours are unavoidable, including supporting ministers in person in Parliament for debates. This usually requires approximately 10 days in Parliament spread across four-five months for each Bill. However, SPB is committed to promoting work-life balance and actively supports flexible working practices to balance hours over the course of the year.

About You

You will be able to structure, plan and prioritise a busy workload to deliver consistently high-quality work to deadlines in a busy and uncertain environment. You are able to work with a wide range of stakeholders, influence effectively and work collaboratively to deliver results and have the ability to see the wider picture, identifying political as well as technical angles to a policy challenge.

The post holder would also be supported to undertake further training in tax, if desirable.
