Job Description

On behalf of The Home Office, we are looking for a Technical Project Manager (Inside IR35) for a 6 Month contract based REMOTE.

SC Clearance is an essential requirement for this role, as a minimum you must be eligible and willing to undergo these checks.

DBS launched it's 2025 Strategy in May 2020. As part of this strategy a Technology Roadmap was established to deliver a major transformation of its Legacy technology estate, moving towards a modernised, digital and cloud-based target architecture with data at the core.

The early years of the Roadmap delivery were focused on laying the foundations, disaggregating the supplier base and delivering enabling technology. This has also included delivery of the DBS Digital Modernisation Plan which is a commitment made to the Public Accounts Committee (PAC) in November 2020. Both the strategy and the Roadmap have been refreshed and is now focused on delivering the transformation activity.

A fundamental part of the DBS strategy is to ensure our technology is modern, stable and represents value for money. DBS transitioned from a fully outsourced relationship with TCS at the end of March 2020. This enabled DBS to take control of their technology estate, develop an Operating Model and Target Architecture.

As a Technical Project Manager your main responsibilities will be to:
. Lead the delivery of future Tech Roadmap projects.
. Perform in-depth analysis and provide assurance on supplier technical designs and proposals.
. Lead VFM challenges of technical proposals and manage technical interdependencies within a project/programme.
. Bridge the gap between the technical and non-technical by speaking on behalf of technical teams and facilitate relationships with indirect stakeholders.
. Apply strategy, using patterns, standards, policies, roadmaps and vision statements, challenging them and providing guidance.
. Make and recommend decisions under varying levels of complexity and risk.
. Resolve technical disputes between peers and indirect stakeholders, taking into account all views and opinions.
. Monitor external trends and their impact, ensuring alignment with broader organisational strategies.

Essential:
. Hands-on experience with physical and cloud-based architectures, including Oracle products (eg, Oracle Databases, Oracle Cloud).
. Proven experience leading database migration projects, particularly involving Oracle technologies and complex environments.
. Track record of successfully managing large and medium-scale projects/programmes using both Waterfall and Agile methodologies in cloud-based environments.
. Experience working with and managing key stakeholders, including external suppliers.
. Proven experience managing suppliers, including evaluating and assuring vendor proposals for high-value projects.
. Expertise in planning, change management, and delivering projects in challenging environments.
. A clear understanding of governance frameworks and risk management, with hands-on experience in assuring services and managing risks.
. PRINCE2 Practitioner Level or certified with an equivalent project management qualification.
. Have managed teams and individuals both in delivering projects and with respect to corporate line management.
. Proficiency in resolving complex issues and making sound decisions.
. Sound knowledge and application of architecture in a government or regulated environment.
. Experience developing business cases and conducting feasibility assessments for new projects.
