What's involved with this role: Interim Regeneration Finance & Performance ManagerJob Ref: Northumberland Pay Rate: £30.14 per hour PAYE Hours per week: 37 Monday - Friday, normal working hours Role Length: This opening assignment is for 4-5 months City: NorthumberlandHybrid/Remote working Full UK driving licence required, ability to attend meetings and access sites and premises in various states of development and locations.The purpose of the role is to manage the financial and performance monitoring, reporting and compliance associated with the Council's extensive programme of externally funded regeneration programmes and projects as set out in the Corporate Plan and Economic Strategy.The successful candidate will have extensive experience and a proven track in the financial and performance management of grant funded programmes within a Local Authority or public sector organisation of comparable scope and complexity. They should also have recent experience and proven achievement at senior management level within a financial and grant management service.Key Responsibilities:
  • Manage the Council's Accountable Body function in relation to the development and delivery of projects and programmes by the Regeneration and Economy service, including the Borderlands Inclusive Growth, European Structural Investment Funds, North of Tyne Devolution Funds and North East LEP funds.
  • Advise the Head of Service, Executive Director of Regeneration and s151 Officer as appropriate, on the appropriate and required development, maintenance and delivery of relevant policies.
  • Lead and coordinate the corporate development, adoption and enactment of financial management, performance monitoring and reporting and claims submission policies and procedures that ensure financial and reputational risk to the Council is minimised and assists the Council in making the best use of its capital and revenue resources for delivering regeneration initiatives and economic growth, in response to prevailing challenges and emerging opportunities across Northumberland.
  • Play a leading role in successfully securing the effective management of the Borderlands Inclusive Growth Deal, providing processional advice and support to the Borderlands Programme Management Office and project sponsors
  • Manage, allocate, lead and direct a team of professional staff through an effective approach to performance management and appraisals that ensures service and directorate objectives are met.
  • Provide a lead role in ensuring that these corporate policies and guides are embedded in the work of the Economy and Regeneration Service - as well as all other services discharged by the Council.
  • On behalf of the Head of Service lead on the setting and monitoring of all capital and revenue budgets across the service, including those considerable external funding streams secured by the Service itself.
  • Work with the Head of Service, Executive Director for Regeneration and s151 Officer to raise awareness of, and compliance with, the Accountable Body financial and performance monitoring policies for regeneration programmes and projects across the Council, including both officers and elected members.
  • Attend cross-service and cross-group meetings within the Council including capital strategy group, as well as a range of representative groups outside the Council, to raise awareness of the Council's financial management and performance monitoring policies and projects and advocate the Council's position and requirements with respect to regional and national funding and policy decisions.
  • Attend Cabinet, Overview and Scrutiny Committees, Area Committees, and Council Working Groups, as well as public meetings as required.
  • Prepare Committee reports to a professional standard to support the acquisition of Council and external funding sources.
  • Manage the Councils response to questions and provision of information relating to legacy regeneration programmes.
Qualifications:
  1. AAT degree or equivalent standard of general education.
  2. Relevant professional qualification and membership of appropriate professional body.
Skills & Experience:
  1. Minimum of 12 months recent experience in a similar role, or context and ideally within a public sector organisation.
  2. Extensive understanding of financial management legislation, regulations, national policies and professional best practice in relation to public funding.
  3. Significant knowledge of Public Sector Funding sources, finance procedures and performance monitoring requirements.
  4. Knowledge of staff development and performance appraisal procedures within a public sector organisation.
  5. Significant experience in development and implementation of financial and governance procedures within a project or programme environment.
  6. Significant experience of the operational and management requirements and regulations in respect of undertaking and Accountable Body function.
  7. Significant experience and demonstrable success in the management of change and of securing the support of others in the process.
  8. Comprehensive experience of financial & resource management within a comparable organisation.
  9. Strong IT skills including Microsoft packages or equivalent (e.g. G Suite).
