Starley Housing Co-operative is a registered social housing landlord consisting of 69 properties. We are a small but thriving community in the heart of the city centre of Coventry. Members run the co-operative themselves providing good quality affordable accommodation for people in need. We currently employ 2 members of staff.
Job Summary
We are now seeking a dedicated and experienced Housing Manager/Consultant Band 4+ to oversee the management of our residential properties. You will be working closely with Housing Administrator, Maintenance Operative and members of the Management Committee. You will be required to work from home and visit the office periodically. From time to time you may have interaction with tenants.
The Job Purpose is:
- To lead and encourage the staff team to work together with the Management Committee to achieve the aims of the co-operative
- To direct and support the work of the Starley Housing Co-operative office, Management Committee and Tenant/Members of the Co-operative
- To work under the direction of the Management Committee
- You will provide oversight of the co-operative's services to ensure smooth running of the co-operative
- This role is essential in ensuring a high standard of living for residents while maintaining the operational efficiency of the co-operative.
Your Responsibilities will be to:
- Deal with all initial tenancy matters in respect of the tenancy conditions
- Follow up tenancy decisions to the members
- Annualise the Annual Satisfaction Survey results
- Pass information to committee for next general meeting
- Liaise with the office and Management committee officers to compile Annual Reports, Annual statistics and Annual Satisfaction Surveys
- Monitor and review the co-operatives Risk and Fraud Register
- Prepare and Submit Quarterly updates to the committee
- Complete and submit the annual regulatory statistical return (NROSH)
- Prepare Quarterly Report - liaise with Housing Administrator to produce the Housing Management Quarterly Reports for the committee
- Monitor and review all the co-operatives policy and procedures for management committee and general meeting
- Update the co-operative on housing related issues and monitor the CCH updates in respect of housing co-operatives
- Report to the committee any housing regulatory changes and good practice
- Review the co-operatives insurances policies annually
- Administer all insurance claims on behalf of the co-operative
- Review the co-operatives contractor's public liability policies annually
- Review and monitor all the co-operatives annual subscriptions to various housing and organisational bodies
- Arrange annual Governance meeting
- Produce a report in respect of any governance issues and ensure relevant paperwork is available
- Monitor and report any outstanding issues
- Submit the ICO registration and updates when needed
- Complete and submit the annual Financial Conduct Authority
- Liaise with support and social services/ workers and meetings if necessary in respect of tenants/members support and/or issues with their tenancy
- Liaise with external organisation bodies about data sharing/agreements
- Give guidance when needed on the everyday running of the office
Complaints Service
If complaints are received, they must be referred to the relevant body.
Allocations
- Update the committee in changes of legislation
Repairs
- Monitor repair target categories
- Refer any concerns back to the Housing Administrator/Committee
- Assist with the preparation of the proposals alongside the accountant for the co-operatives annual budget.
- Monitor annual fire risk reviews and any follow-up
- Arrange the monthly Personal fire equipment checks
- Monitor the periodic Clerk of Work visits
- Ensure any recalls are followed-ups and Report back to committee
- Liaise with other staff about the annual gas safety check and receipt of all landlord regulatory certificates
- Liaise with Housing Administrator regarding void inspections and associated works in respect of gas and electric checks
- Submit reports if necessary to the repairs officer/committee
- Liaise with Housing Administrator to ensure PAT Testing is arranged and uptodate
- Monitor and arrange the stock surveys
Rents
- Third party checking of the weekly rent ledger against the rent database system sending monthly to the accountant for their checks
- Liaise with Housing Administrator to submit the fair rent applications and Monitor receipt of return
- Liaise with the Accountant regarding any increases to rent for fair rented tenants and action letters to advise and adjust the monthly rent return
- Housing Benefit and Universal Credit portal
- Checking and managing day-to-day operations of residential properties, ensuring compliance with relevant regulations and standards.
Qualifications
- Housing Manager Band 4+ is essential
- Strong negotiation skills with the ability to resolve conflicts effectively.
- Excellent organisational skills with attention to detail.
- Strong communication skills, both verbal and written, to interact effectively with tenants and staff.
- Ability to work independently as well as part of a team in a fast-paced environment.
- A proactive approach to problem-solving and decision-making.
