Job Description

The Opportunity

This role is responsible for ensuring that PDS and the Information and Digital Strategy underpin the realisation of the House strategies. The post holder is expected to ensure that the strategy realises the intended value and to ensure that PDS has a clear understanding of House priorities. This role will be responsible for reconciling these two key areas to maximise the value that PDS delivers.

  • leading the team responsible for ensuring the realisation of value from the delivery of Parliament's digital, data and information strategy, and realisation of its strategic ambitions.
  • developing and ensuring processes are in place for the understanding and measurement of value in the delivery of digital, data and information services for Parliament.
  • overseeing and ensuring positive and proactive interaction with senior governance boards across Parliament, including the Information and Digital Board, and Administration and Services Committees on behalf of PDS, to support the realisation of value from digital.
  • overseeing the development of proactive insights and intelligence on the needs of users to inform the strategic direction and work of PDS.
  • overseeing the delivery of the implementation of the CIO's review, and the six shifts, working in tandem with senior stakeholders across Parliament and PDS to do so.

What You Need

  • proven track record of working in a strategic and innovative way, identifying opportunities for change, and embedding new ways of working across a complex public sector organisation.
  • experience of leading and managing complex and transformative business change (including people, process, technology) in a user-centric way, in a complex environment.
  • exemplary people leadership skills managing and inspiring large multi-disciplinary groups of staff, with the ability to build wide based support for business change across a complex, omni-channel organisation whilst upholding the values of equality, diversity and inclusion.
  • a successful track record of influencing, giving professional advice to and building effective and productive working relationships with senior management, and leaders, Members of both houses, as well as internal and external stakeholders.
  • an experienced Agile practitioner with strong familiarity in design thinking (process analysis, operating models and solution design) with a proven ability to design solutions that encompass new ideas and innovation and embed these into delivery initiatives.
  • desirable: a recognised Professional PD, PPM or Change Management Qualification is desirable but not essential e.g.: Managing Successful Programmes (MSP) Practitioner, BCS Agile Certification, APM Practitioner Qualification (APMPQ), Full Member of APM (MAPM), APM Registered Project Professional (RPP), PRINCE2 Practitioner, Major Projects Leadership Academy or Project Leadership Programme (IPA).
  • the ability to pass security clearance, backed by the right to work in the UK

About The Team

UK Parliament aims to be a digital-first organisation. Digital is crucial to Parliament functioning effectively and ultimately supports the wider democratic process. The Digital Value team is being established to lead PDS' transition into new ways of working, centred around value streams.

To deliver the most value, PDS must have a clear insight into the needs of the Members of both Houses and the administration teams that provide service to them. This team will help to initiate change in how digital in Parliament works and will work cross-organisationally to catalyse the delivery of better digital services. The team will work in partnership with the CTO to explore how Digital and information technologies enable these changes.
